These guidelines have been prepared based on materials from the International Committee on Publication Ethics (COPE).

1. Introduction

1.1. Publishing materials in peer-reviewed journals is not only a simple means of scholarly communication but also makes a significant contribution to the development of the relevant field of scientific knowledge. Therefore, it is important to establish standards for the future ethical conduct of all parties involved in publication, namely: Authors, Journal Editors, Reviewers, Publisher, and the Scientific Society for Terra Politica.

1.2. The publisher not only supports scholarly communication and invests in this process but is also responsible for ensuring that the published work complies with all current recommendations.

1.3. The publisher undertakes to exercise strict oversight of scholarly materials. Our journal presents an impartial "report" on the development of scientific thought and research, and we therefore recognize our responsibility for the proper presentation of these "reports," particularly in relation to the ethical aspects of publication outlined in this document.

2. Responsibilities of the Editors

2.1. Publication Decision

The Editor-in-Chief of the scientific journal Terra Politica is solely and independently responsible for making publication decisions, often in collaboration with the relevant scientific society. The credibility of the work under consideration and its scientific significance must always underlie the decision to publish. The Editor-in-Chief must be guided by the editorial policies of the scientific journal Terra Politica, constrained by current legal requirements regarding libel, copyright, legality, and plagiarism. The Editor-in-Chief may confer with other editors and reviewers (or officers of the scientific society) when making publication decisions.

2.2. Integrity

The Editor-in-Chief must evaluate manuscripts for their intellectual content without regard to the race, gender, sexual orientation, religious beliefs, origin, citizenship, or political affiliation of the Authors.

2.3. Confidentiality

The Editor-in-Chief and the Editorial Board of Terra Politica are obligated to refrain from disclosing information about an accepted manuscript to anyone other than the Authors, Reviewers, and the Publisher.

2.4. Disclosure Policy and Conflicts of Interest

2.4.1 Unpublished data obtained from submitted manuscripts may not be used for personal research without the written consent of the Author. Information or ideas obtained through peer review and associated with potential benefits must be kept confidential and not used for personal gain.

2.4.2 Editors should recuse themselves from reviewing manuscripts (specifically, by asking the Editor-in-Chief or Editor-in-Chief or collaborating with other editorial board members in reviewing the work rather than reviewing and making a decision themselves) if they have conflicts of interest resulting from competitive, collaborative, or other relationships with authors, companies, and, potentially, other organizations associated with the manuscript.

2.5. Publication Oversight

The Editor-in-Chief, having provided compelling evidence that the claims or conclusions presented in a publication are erroneous, should notify the Publisher (and/or the relevant Scientific Society) so that prompt notification of corrections, retractions, expressions of concern, and other relevant statements can be made.

2.6. Research Engagement and Collaboration

The Editor, in conjunction with the Publisher (or the Scientific Society), will take appropriate action in response to ethical complaints regarding reviewed manuscripts or published materials. Such measures generally include communication with the manuscript's authors and the rationale for the relevant complaint or request, but may also involve interaction with relevant organizations and research centers.

3. Responsibilities of Reviewers

3.1. Influencing Editorial Board Decisions

Reviewing assists the Editor-in-Chief in making publication decisions and, through appropriate communication with the Authors, can also help the Author improve the quality of the work. Reviewing is a necessary component of formal scholarly communication and is at the heart of the scientific approach. The Publisher shares the view that all scientists who wish to contribute to a publication have an obligation to perform substantial review work.

3.2. Commitment

Any selected Reviewer who feels unqualified to review a manuscript or who lacks sufficient time to complete the work promptly must notify the Editor-in-Chief of Terra Politica and request to be excused from reviewing the manuscript.

3.3. Confidentiality

Any manuscript received for review must be treated as a confidential document. This work cannot be disclosed. This work must not be disclosed to or discussed with anyone except those authorized to do so by the Editor.

3.4. Manuscript Requirements and Objectivity

Reviewers must provide an objective assessment. Personal criticism of the Author is unacceptable. Reviewers should express their opinions clearly and reasonably.

3.5. Acknowledgment of Primary Sources

Reviewers should identify relevant published work that is not included in the manuscript's bibliography. Any previously published statement (observation, conclusion, or argument) must be accompanied by the appropriate citation. Reviewers should also bring to the attention of the Editor-in-Chief any substantial similarity or overlap between the manuscript under consideration and any other published work within the reviewer's area of ​​expertise.

3.6. Disclosure Policy and Conflicts of Interest

3.6.1 Unpublished data obtained from submitted manuscripts must not be used in personal research without the express written consent of the author. Information or ideas obtained through peer review that may be advantageous must be kept confidential and not used for personal gain.

3.6.2. Reviewers should not review manuscripts if they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or other organizations connected to the submitted work.

4. Author Responsibilities

4.1. Manuscript Requirements

4.1.1 Authors of reports of original research must present an accurate account of the work performed, as well as an objective discussion of the significance of the research. The underlying data must be presented accurately. The work must contain sufficient detail and references to permit reproduction. False or knowingly inaccurate statements constitute unethical behavior and are unacceptable.

4.1.2. Reviews and research articles must also be accurate and objective, and the editorial position must be clearly stated.

4.2. Data Access and Retention

Authors may be asked to provide raw data relevant to the manuscript for editorial review. Authors should be prepared to provide public access to such information (in accordance with the ALPSP-STM Statement on Data and Databases), if feasible, and in any event be prepared to retain this data for an adequate period of time after publication.

4.3. Originality and Plagiarism

4.3.1. Authors must ensure that the work presented is entirely original and, if using the work or statements of others, must provide appropriate citations or excerpts.

4.3.2 Plagiarism can take many forms, from presenting another person's work as your own, to copying or paraphrasing substantial portions of another person's work (without attribution), to claiming the results of another person's research. Plagiarism in all forms constitutes unethical conduct and is unacceptable.

4.4. Multiple, Redundant, and Simultaneous Publications

4.4.1 In general, an author should not publish a manuscript describing substantially the same research in more than one journal as an original publication. Submitting the same manuscript concurrently to more than one journal constitutes unethical behavior and is unacceptable.

4.4.2. In general, an author should not submit a previously published article to another journal for consideration.

4.4.3. Publication of certain types of articles (e.g., translated articles) in more than one journal is ethical in some cases, provided certain conditions are met. The authors and editors of the journals involved must agree to secondary publication, which must present the same data and interpretations as in the primary published work. A bibliography of the primary work must also be provided in the secondary publication. More detailed information on acceptable forms of secondary (republishing) can be found at www.icmje.org.

4.5. Acknowledgment of Primary Sources

Acknowledgment of the contributions of others must always be given. Authors should cite publications that were relevant to the completion of the reported work. Information obtained privately, such as through conversation, correspondence, or discussions with third parties, must not be used or presented without the express written permission of the original source. Information obtained from confidential sources, such as manuscript evaluation or grant applications, must not be used without the express written permission of the authors of the work involving confidential sources.

4.6. Authorship of the publication

4.6.1 Authorship of a publication is limited to individuals who have made a significant contribution to the conception, design, execution, or interpretation of the reported study. All significant contributors must be listed as co-authors. Where study participants have made a significant contribution to a specific aspect of the research project, they must be listed as co-authors.

4.6.2. The author must ensure that all participants who made a significant contribution to the study are listed as co-authors, that no one who was not involved in the study is listed as co-authors, and that all co-authors have seen and approved the final version of the work and agreed to its submission for publication.

4.7. Disclosure Policy and Conflicts of Interest

4.7.1 All authors are required to disclose in their manuscripts any financial or other substantive conflicts of interest that might be perceived to influence the results or conclusions presented in the work. 4.7.2 Examples of potential conflicts of interest that must be disclosed include employment, consultancies, stock ownership, honoraria, expert testimony, patent applications or registrations, grants, and other funding. Potential conflicts of interest must be disclosed as early as possible.

4.8. Material Errors in Published Works: If an Author discovers material errors or inaccuracies in a published work, the Author must notify the Editor-in-Chief of Terra Politica and work with the Editor to promptly retract the work or correct the errors. If the Editor or Publisher receives information from a third party that a publication contains material errors, the Author is obligated to retract the work or correct the errors as soon as possible.

5. Publisher Responsibilities

5.1 The Publisher must adhere to policies and procedures that facilitate the fulfillment of the ethical responsibilities of Editors, Reviewers, and Authors of Terra Politica in accordance with these requirements. The publisher must ensure that potential profits from advertising or reprints do not influence the editors' decisions.

5.2. The publisher must support the editors of Terra Politica in reviewing ethical complaints about published materials and facilitate interactions with other journals and/or publishers where this facilitates the editors' performance of their duties.

5.3. The publisher must promote good research practices and implement industry standards to improve ethical guidelines, retraction procedures, and error correction.

5.4. The publisher must provide appropriate specialized legal support (opinion or consultation) when necessary.

For the purpose of expert evaluation, the publication reviews all submitted materials that are relevant to its subject matter and meet the manuscript requirements for authors. All reviewers are recognized experts in the subject matter of the reviewed materials and have published on the topic of the article within the last three years. Reviews are stored by the publisher and the editorial staff for five years. Authored texts are reviewed using a double-blind format, in which they are assessed by at least two reviewers who are blind to the author's identity. The author also receives no information about the reviewers.

The review period is two to four weeks, but may be changed during the editorial process. The reviewer writes a free-form review, evaluating the manuscript based on the following parameters: the relevance of the title, keywords, and abstract of the manuscript to its content; the relevance of the topic; scientific novelty; theoretical and practical significance; Clarity of the goal and objectives; rigor and unambiguity of the conclusions, their adequacy to the main points of the article; logic and coherence of the presentation of the material; acceptability of the scientific style and format.

The editorial board will send copies of the reviews or a reasoned refusal to the author of the submitted materials, and will also forward copies of the reviews to the Ministry of Education and Science of the Russian Federation upon receipt of a corresponding request. A positive review is not sufficient grounds for publication of the article. The final decision on publication is made by the editorial board. In conflicting situations, the decision is made by the editor-in-chief.

If the review contains recommendations for corrections and revisions to the article, the editorial board will send the review text to the author with a proposal to take them into account when preparing a new version of the article or to reasonably refute them (partially or completely). The revision of the article should not take more than two weeks from the time the author is notified of the need for changes. When revising the article, it is recommended to update the information about the date of access to electronic resources from the list of sources. The author's revised article is resubmitted for review. If the author refuses to revise the material, they must notify the editors in writing or orally of their refusal to publish the article. If the author fails to return the revised version within three months of the review submission, even if the author has not communicated their refusal to revise the article, the editors will remove it from their list.

If an article receives a negative review, the author is notified accordingly, and the article is removed from their list. If the author decides to revise and submit the revised article to the editors, the editors may only accept the article for consideration if the text has been revised by at least 60%.

After receiving a positive review and based on the decision to publish, the article is added to the journal's "portfolio." The editor-in-chief creates a publication plan from the materials included in the "portfolio," in order of priority, based on the date of receipt, the content of the relevant section of the journal, and the thematic focus of the issue.

In accordance with federal law, mandatory printed copies of the journal are delivered to the Ministry of Digital Development, Communications, and Mass Media of the Russian Federation (1 copy) and the Russian Book Chamber (16 copies), from where they are sent to the country's leading general and scientific libraries (including the Russian State Library, the Russian National Library, the Russian State Historical Library, the Library of the Academy of Sciences, the State Public Scientific and Technical Library of the Siberian Branch of the Russian Academy of Sciences, and the Moscow State University Library, among others). A mandatory electronic copy is delivered to the Russian Book Chamber and the Russian State Library.

In addition, printed copies of the publication are sent to the Scientific Library of the Russian Geographical Society, the Library of the Institute of Geography of the Russian Academy of Sciences (a branch of the Library of Natural Sciences of the Russian Academy of Sciences), the I.G. Tyulin MGIMO Scientific Library, the Central Scientific Library of the Ministry of Foreign Affairs of Russia, and other specialized (primarily geographic) libraries.

The electronic version of the publication is available in the scientific electronic libraries elibrary.ru, cyberleninka.ru, and rucont.ru. All journal articles are assigned DOI numbers, ensuring their indexing in Crossref and related databases.

Under no circumstances may any AI program, including geospatial AI, be listed as an author or co-author of an article. AI programs may not be listed as contributors to the research or article preparation. AI-assisted image generation and editing is prohibited unless the use of AI is part of the research plan.

Authors are permitted to use AI technologies during the writing process to improve the manuscript's style and spell check, detect plagiarism, and manage the reference list. The journal's policy also does not prohibit the use of AI tools to assist in the planning and development of research methods. Full transparency in disclosing the use of AI is mandatory: the author may do so in the description of the methods, in the Acknowledgments section, or by describing the work performed in the introduction.

The use of AI is not permitted in the review and editing of manuscripts. If there is concern that an article or portions of it were generated using AI, this may be noted by the reviewer in the review as a factor affecting its accuracy and/or suitability for publication.

The journal Terra Politica focuses on theoretical, methodological, and applied issues in political geography and, more broadly, all spatial aspects of political processes at both the global (international) and national, regional, and local levels. Each issue has a thematic focus within the journal's overall scope, which is indicated in the publication's imprint.

The journal's permanent sections, organized by the types of articles accepted, include:

● A priori – interviews and review articles,

● Nota bene – theoretical research articles and essays,

● Ad hoc – applied and narrowly focused (case) research articles,

● Post scriptum – reviews and critiques.

Additional sections may be added to individual issues as needed.

Terra Politica journal generally does not accept articles co-authored by more than three authors. Consideration of articles with multiple co-authors is possible only in exceptional and clearly justified cases. Only original texts that have not been published or submitted for publication elsewhere in any form, including abstracts, conference proceedings, collections of articles, collective monographs, etc., are accepted for publication in the journal.

The editorial board of Terra Politica reviews all manuscripts using the Antiplagiat system. If multiple plagiarisms are detected, the editors will act in accordance with COPE guidelines.

3.6.2. Reviewers should not review manuscripts if they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or other organizations connected to the submitted work.

4. Author Responsibilities

4.1. Manuscript Requirements

4.1.1 Authors of reports of original research must present an accurate account of the work performed, as well as an objective discussion of the significance of the research. The underlying data must be presented accurately. The work must contain sufficient detail and references to permit reproduction. False or knowingly inaccurate statements constitute unethical behavior and are unacceptable.

4.1.2. Reviews and research articles must also be accurate and objective, and the editorial position must be clearly stated.

4.2. Data Access and Retention

Authors may be asked to provide raw data relevant to the manuscript for editorial review. Authors should be prepared to provide public access to such information (in accordance with the ALPSP-STM Statement on Data and Databases), if feasible, and in any event be prepared to retain this data for an adequate period of time after publication.

4.3. Originality and Plagiarism

4.3.1. Authors must ensure that the work presented is entirely original and, if using the work or statements of others, must provide appropriate citations or excerpts.

4.3.2 Plagiarism can take many forms, from presenting another person's work as your own, to copying or paraphrasing substantial portions of another person's work (without attribution), to claiming the results of another person's research. Plagiarism in all forms constitutes unethical conduct and is unacceptable.

4.4. Multiple, Redundant, and Simultaneous Publications

4.4.1 In general, an author should not publish a manuscript describing substantially the same research in more than one journal as an original publication. Submitting the same manuscript concurrently to more than one journal constitutes unethical behavior and is unacceptable.

4.4.2. In general, an author should not submit a previously published article to another journal for consideration.

4.4.3. Publication of certain types of articles (e.g., translated articles) in more than one journal is ethical in some cases, provided certain conditions are met. The authors and editors of the journals involved must agree to secondary publication, which must present the same data and interpretations as in the primary published work. A bibliography of the primary work must also be provided in the secondary publication. More detailed information on acceptable forms of secondary (republishing) can be found at www.icmje.org.

4.5. Acknowledgment of Primary Sources

Acknowledgment of the contributions of others must always be given. Authors should cite publications that were relevant to the completion of the reported work. Information obtained privately, such as through conversation, correspondence, or discussions with third parties, must not be used or presented without the express written permission of the original source. Information obtained from confidential sources, such as manuscript evaluation or grant applications, must not be used without the express written permission of the authors of the work involving confidential sources.

4.6. Authorship of the publication

4.6.1 Authorship of a publication is limited to individuals who have made a significant contribution to the conception, design, execution, or interpretation of the reported study. All significant contributors must be listed as co-authors. Where study participants have made a significant contribution to a specific aspect of the research project, they must be listed as co-authors.

4.6.2. The author must ensure that all participants who made a significant contribution to the study are listed as co-authors, that no one who was not involved in the study is listed as co-authors, and that all co-authors have seen and approved the final version of the work and agreed to its submission for publication.

4.7. Disclosure Policy and Conflicts of Interest

4.7.1 All authors are required to disclose in their manuscripts any financial or other substantive conflicts of interest that might be perceived to influence the results or conclusions presented in the work. 4.7.2 Examples of potential conflicts of interest that must be disclosed include employment, consultancies, stock ownership, honoraria, expert testimony, patent applications or registrations, grants, and other funding. Potential conflicts of interest must be disclosed as early as possible.

4.8. Material Errors in Published Works: If an Author discovers material errors or inaccuracies in a published work, the Author must notify the Editor-in-Chief of Terra Politica and work with the Editor to promptly retract the work or correct the errors. If the Editor or Publisher receives information from a third party that a publication contains material errors, the Author is obligated to retract the work or correct the errors as soon as possible.

5. Publisher Responsibilities

5.1 The Publisher must adhere to policies and procedures that facilitate the fulfillment of the ethical responsibilities of Editors, Reviewers, and Authors of Terra Politica in accordance with these requirements. The publisher must ensure that potential profits from advertising or reprints do not influence the editors' decisions.

5.2. The publisher must support the editors of Terra Politica in reviewing ethical complaints about published materials and facilitate interactions with other journals and/or publishers where this facilitates the editors' performance of their duties.

5.3. The publisher must promote good research practices and implement industry standards to improve ethical guidelines, retraction procedures, and error correction.

5.4. The publisher must provide appropriate specialized legal support (opinion or consultation) when necessary.

The journal is funded by the founder. Publication in Terra Politica is always completely free for authors. Authors and reviewers are not paid royalties, and free author copies of the publication are not sent.

For the purpose of expert evaluation, the publication reviews all submitted materials that are relevant to its subject matter and meet the manuscript requirements for authors. All reviewers are recognized experts in the subject matter of the reviewed materials and have published on the topic of the article within the last three years. Reviews are stored by the publisher and the editorial staff for five years. Authored texts are reviewed using a double-blind format, in which they are assessed by at least two reviewers who are blind to the author's identity. The author also receives no information about the reviewers.

The review period is two to four weeks, but may be changed during the editorial process. The reviewer writes a free-form review, evaluating the manuscript based on the following parameters: the relevance of the title, keywords, and abstract of the manuscript to its content; the relevance of the topic; scientific novelty; theoretical and practical significance; Clarity of the goal and objectives; rigor and unambiguity of the conclusions, their adequacy to the main points of the article; logic and coherence of the presentation of the material; acceptability of the scientific style and format.

The editorial board will send copies of the reviews or a reasoned refusal to the author of the submitted materials, and will also forward copies of the reviews to the Ministry of Education and Science of the Russian Federation upon receipt of a corresponding request. A positive review is not sufficient grounds for publication of the article. The final decision on publication is made by the editorial board. In conflicting situations, the decision is made by the editor-in-chief.

If the review contains recommendations for corrections and revisions to the article, the editorial board will send the review text to the author with a proposal to take them into account when preparing a new version of the article or to reasonably refute them (partially or completely). The revision of the article should not take more than two weeks from the time the author is notified of the need for changes. When revising the article, it is recommended to update the information about the date of access to electronic resources from the list of sources. The author's revised article is resubmitted for review. If the author refuses to revise the material, they must notify the editors in writing or orally of their refusal to publish the article. If the author fails to return the revised version within three months of the review submission, even if the author has not communicated their refusal to revise the article, the editors will remove it from their list.

If an article receives a negative review, the author is notified accordingly, and the article is removed from their list. If the author decides to revise and submit the revised article to the editors, the editors may only accept the article for consideration if the text has been revised by at least 60%.

After receiving a positive review and based on the decision to publish, the article is added to the journal's "portfolio." The editor-in-chief creates a publication plan from the materials included in the "portfolio," in order of priority, based on the date of receipt, the content of the relevant section of the journal, and the thematic focus of the issue.

In accordance with federal law, mandatory printed copies of the journal are delivered to the Ministry of Digital Development, Communications, and Mass Media of the Russian Federation (1 copy) and the Russian Book Chamber (16 copies), from where they are sent to the country's leading general and scientific libraries (including the Russian State Library, the Russian National Library, the Russian State Historical Library, the Library of the Academy of Sciences, the State Public Scientific and Technical Library of the Siberian Branch of the Russian Academy of Sciences, and the Moscow State University Library, among others). A mandatory electronic copy is delivered to the Russian Book Chamber and the Russian State Library.

In addition, printed copies of the publication are sent to the Scientific Library of the Russian Geographical Society, the Library of the Institute of Geography of the Russian Academy of Sciences (a branch of the Library of Natural Sciences of the Russian Academy of Sciences), the I.G. Tyulin MGIMO Scientific Library, the Central Scientific Library of the Ministry of Foreign Affairs of Russia, and other specialized (primarily geographic) libraries.

The electronic version of the publication is available in the scientific electronic libraries elibrary.ru, cyberleninka.ru, and rucont.ru. All journal articles are assigned DOI numbers, ensuring their indexing in Crossref and related databases.

Terra Politica is an open access journal (Gold OA). The journal provides immediate open access to its content, based on the principle that making research freely available to the public fosters a broader global knowledge exchange.

All publications are automatically licensed under the Creative Commons Attribution 4.0 International (CC BY 4.0) license. Users are permitted to read, download, distribute, copy, print, search, and link to the full text of documents. They are also permitted to use the materials for any other lawful purpose without prior permission from the publisher or author, provided that the original authors and publication in this journal are acknowledged.

Mission

The scholarly almanac Terra Politica is the first national specialized peer-reviewed journal in the field of political geography in the Russian language. Its mission is to develop a national academic school in political geography. To achieve this goal, the journal creates an open platform for the exchange of scientific knowledge and the discussion of the results of fundamental and applied research in political geography and related fields, primarily human (socioeconomic) geography, political science, and international relations.

The almanac has been published annually since 2025 at the initiative of a group of political geographers from MGIMO University, headed by Dr. Igor Okunev. The editorial board is guided by the principles of scientific integrity, objectivity, professionalism, and impartiality. The journal's editorial policy is based on the traditional ethical principles of scientific periodicals developed by the Committee on Publication Ethics (COPE) for editors, reviewers, and authors.
